At every agency i was ever at creating a new website is a total pain in the ass. Everyone fights over what goes on it - it eats up everyone's time from doing the real work that pays the bills.

I totally agree - you don't. Obviously it's the work that get's done offline that makes a company what it is.
But does that website represent their brand and company online effectively?
I would say not.
They probably also don't care!

you bet they dont, when i first contacted to do work for them and checked out their website i thought they were joking with me, it had a yes/no button if you wanted to access their site with whatever reason i forgot, clicking no redirected you to a lawfirm, haha

Agencies don't NEED a great website, but why not? It takes just as much energy, time and money to make a bad one...
