Well, it's illegal so I'd report them to the ISP first, who may or may not take it further.

read the manual of the airport, setup mac addressing and dont broadcast your ssid.
not sure about an app for mac, but one for pc that allows you to view who is accessing your network is airsnare. I live in a big ass building with 90 tenants and I got my shit as locked up as possible.

for how simple it is to secure a personal network, going to the trouble of reporting it is a huge waste of time on an individuals part and is a waste to the ISP in general. I doubt they would do much about it.
not to mention she might be perty and you could hook yourself up ;)

I wonder if your ISP would tell you that it was your own fault for not securing your network. I remember when wifi first came out, our local time warner cable office advised against using wifi at all.

Its not necessarily illegal. There ARE free public access networks... how is anyone mean to know if you are offering free access or not?
