crouwel, i agree, imo rotterdam is one of the coolest cities in the netherlands (not that i know loads, but from my visits...;P)...
oh, and brooke, definitely full inmersion is the best way of learning a language (as long as you hang out mostly with locals or spanish speaking friends rather than english). i definitely reccomend you to do it.
although in barcelona catalan is also spoken, you'll get your spanish here easily. if you go oustide barcelona, then you'll have more dosis of catalan... which is a cool language, btw.

i guess it is similar to Barcelona in some ways. very vibrant, tons of cultural activities..btw. i am thinking of visiting Barcelona this fall or winter!

Well for one month you'll need to edit that list... Make sure you dont end up travelling the whole time.
Personally I would pick Austria, Bulgaria, Greece, Italy, Serbia, Slovenia/Croatia.
The rest of Europe (I would guess) might get slightly generic if you're pushed for time. For example - dont do both Belgium and France. They're too much alike.

I think the best way is to start north [Germany] and then head south, France, Italy, Spain...

a very good friend teaches there in the Architecture University of Cataluña.
I went there 3 times there aand always enjoy it.
Especially trying to live it as a local.
