Well a client wants an online store, but he doesn't have a lot of money to invest in to a full credit card processing service.
Can anybody help me figure out a solution for this? Does pay pal have store solutions?

yup, you can use paypal. check out their developer manual.

Paypal, Fax Credit card autorization,...
we do the second one for some of our customers... simply open a file (word, pdf), that the customer will print, fill credit information, & fax... should be made by template to insert amounts $, company info, ...
a lot cheaper, no need for any ssl,....

I just made a online store for a client but like u siad ur client dosn't want to spend alot of money so can't help yeah there.
