I was asked from a record label in europe to quote for a a job, doing artwork for cd's and vinyl sleeves.
I have done a few in the past for a "friend's label" for almost nothing. And I don't really know how much to charge.
I can say that the label is small size
any suggestions?

it's a small label. $500 should suffice. Plus, record covers are fun and a change to go buck wyld not to mention you're getting your work out there.
unless the record label is part of some crazy christian coalition shit. In which case could still be fun.

Licencing:
Decide whether or not you want to sell the work royalty-free (as in, they own the rights to reuse it) or not.If you go Royalty Free, price higher (I'd say your $2500 range or higher).
If not, set up a contract, so that you get a fair royalty if they reuse/redistribute it.
(an initial price from $500-1000, plus anywhere between 5-10%in royalties-- though I generally try to get as much as I can).Offer them both options.
