In aftereffects, how do i speed up the imported video within the timeline?

You can use the layer strecth function and put in a negative number...I think, I haven't used it for a while!

when i put in neg number the clip plays backwards... how do i fix this?

try a fraction instead of an integer. like .5 for instance to induce half speed.

an alternate way to do various speed ramps (quick speed up to fast slow down to a freeze frame, etc) all in one layer is to use the time remapping feature. select your layer in the time line and Choose Layer > Enable Time Remapping. it automatically adds two keyframes at the start and end of your layer. squeeze those two keys together to get faster motion, spread apart to get slower motion. add more keys in the middle and adjust to get desired effect. lather rinse repeat.
