lol u sound confused...is it the origin of the pics? um its a mashup of pop culture, i turn famous people upside down and overlay a pattern in their face with some cartoon from pop culture...uh yeah...so any ideas? would be much appreciated.

there are some programs out there that can be used to res up and image. i've never used them but i know they are out there.
i feel confident that someone here has used some of this software.

i'm still interested in techniques of doing it within photoshop to do it as close as possible. doesn't it involve making multiple layers and blurs or outlines to get rid of the possible jaggies?

begin by changing your document color settings to lab mode. set you canvas to the required output size and final resolution. 240dpi is probably good. start scaling your image 110% at a time until you get to fit the required size. now go under your channels and select the L (lightness) channel. apply an unsharp mask filter only to that channel. then duplicate the original layer in the layers pallette. run the high-pass filter on the duplicated layer, mess with the settings until it looks reasonably sharp. after you run the filter, set that layer's blending mode to overlay or soft light. you can flatten the image and if you want you can run a noise filter as well so the color patches don't look s blurred.
this is as good as you are going to get without gf printpro or cs2.
