looking to make some of my mp3's into smaller files - any programs good for that?

I'm confused. The .mp3's you currently have are the smallest you can compress them and have them still sound adequate. If you want to reduce them even more they will sound terrible.
You could do .mp3 -> .ogg but why?

I am looking to stream them on from my web page with one of those flash players - so I am looking to make them a little smaller - most of them are ripped at 192......want to make them a little smaller say 128 or 96.......so they load quicker..

Soundforge is probably the best for PC, although i think it is unable to do VBR (which can aid in compressing further) You could also try (if you are ripping from cd) using Exact audio copy with LAME. Works well, bestquality mp3s I've got.
problem with itunes is the encoding quality isn't so flash.
