http://www.kirupa.com is all you need to build a site like that, it's very simple and basic stuff, specially if you wanna skip the motion..
menu -> submenus -> preloader -> image/movie
that all there is to it.

If someone's going to make you a website for this money, I guess they'll want 100% creative control, no 'client bitchin' allowed. I guess you could design the thing yourself and have a coder put it together - that'd make sense to me.
