There is probably an effect in photoshop that does this easily.... but I don't know about it :(

The best results seem to be when using "pattern" for the GIF.

Or you can convert images to bitmap>screen and control the way it breaks down the image.

halftones.. but they have went into way more detail. There is a filter in photoshop to convert to halftones. Im not sure where it is. google it.

linearch was correct. No filters or process...just save for web>Gif. I prefer the other type of dithering, I can't remember the name. Pattern looks bad.
