there are many ways.
google tends to ignore meta tags and looks further into the site.
h1-h6, p, strong are important.
Use title, summary, alt attributes extensively on almost any tags. Invisible marquee tags are good. Absolutely positioned divs outside the screen (ie. top:-200px)
noframe, noembed, noscript - these all count. But in the end, if your competition reports your tricks to google, your page could even be erased from their listing, so use these wisely.

inbound links are very important, but search engines also lok for relative content. Beware that it is a messy little game that they play. Companies like google are always looking for ways that people are exploiting their site, and are teaachiing their bot how to react to it.
Some other tricks are:
text that is the same colour as the background (invisible),
negative positioned DIVS,
etc.
They rank based on tag name and position in code.
therefore page title is numbe r1, followed by a Headline tag at the top, then other headlines, then paragraphs, etc.
all that said, jevad is correct to say that inbound links are most important.TR1
