gps overlays

  is it possible, and if so how, to create an overlay for a gps system?

  for example, could we do for a client an overlay of their nationwide stores, so that if you download[?] the overlay, as you drive around the stores are indicated.

  i presume it is coordinate related, but i don't know how you would start doing it.

  anyone have any info?? i have searched google, but as i don't know quite what to search for, i am getting lost in the jargon
