Those kids are just very bored. There is just nothing to do for them except drugs and some happy slapping maybe. Parents at home are also unhappy / unemployed / in debts so you go outside for your thrills. Getting your kicks from a happy slap out of pure frustration that the slappy has a more meaningful life than you have.

i'd say take their phones, pick the most annoying ring tone they have including vibration, put it on infinit loop and insert it in their asses.
and maybe turn on the camera as well so they have a nice souvenir.

I've actually considered taking a mobile off this woman I see on my daily commute and throwing it out the window. I swear she makes up these conversations and it drives me nuts.
