I've created a popup menu CSS layer from the top of the browser

below the menu is a flash movie. The Menu is supposed scroll over the animation flash but it doesn't work when the flash is loading or playing. It works overlapping only after its loaded. I know but I can't make the pop up in flash.
Any one have any insight?

Flash plays in the top most layer in the browser. I think you're SOL.

I think if you make the layer set to 0
lIt will be ontop. its only during animation part.

wmode=transparent

I don't know if wmode will work. It just makes the background transparent. Thanks for the sugestion.
What about Iframes?
