It's the biggest flaw of Fireworks that I found. You don't have the control over cache you do in regular Mozilla or IE. There used to be an extension for that afair, but it was working with a very old version.
Here's how I handle it for flash testing: Preview through a local server, and configure Apache to add a no-cache header to every file it serves. I can give you more specific details if you want to go Apache way.

easy peasy... You can control the cache with ease.
Install the developer tools extension for FF and then under
miscellaneous > clear cache.
alternatively if you would like to browse your cache, type "about:cache" into your address bar.

that's kind of how it is in IE too i think.
whenever i upload new swf, i delete cache and do Ctrl+F5 for grabbing new version.

Download the best toolbar ever built:
Firefox Developer toolbar. You can disable cache, validate css, live edit css. it rocks.
