In Quark you could specify a different horizontal measurement system to the vertical one. i.e. horizontal: inches vertical millimetres.
Looking at InDesign you don't seem to be able to do this. Is this the case?

i think that might be one of the ways in which indesign is inferior to quark. sorry!
