How does one prevent a user from right clicking on a picture and using the save picture as in IE, or any other browser?

Javascript can do it. But they can still view the code and go to the url of the picture. Of course you could always hide that, but no picture is ever really safe when you can just screen capture.

there's also an option of loading it into flash from an external source with some secure scripts and then have the image disappear as soon as someone strokes ANY key.. but even that won't help all the way since there's also screen capture apps that have a timer..

the people i came out here to work with have video backgrounds, but no motion graphic, thats where i fit in i guess. they are selecting the clips they want me to work with and i'm supposed to make a 90 sec spot. i vow to only use AE to put the clips in a 3d space as well as compositing the titling. we'll see what happens :/
