considering there's no difference in print quality, only file size, why would you not outline them for the sake of safety?
have you ever supplied fonts and gotten garbage proofs? i have.

outline and what if you want to change the font later or now or never but, what if!?!??

well if there are changes then you'd be doing the changes, re-outlining, and resending.
the printer wouldn't make changes, so it wouldn't matter that they only had the outlined version.
you should obviously outline and do a save-as.
