I have to do something similar (with the same surface with theese little balls) I thaught about doin it in Illustrator, but doing it one by one and then copy the rows...etc takes sometime and i don't kno if i get a satisfiing result.., any other ideas? doesn't have to be a vector graphic...maybe with a photoshop brush.....or a texture..

you have some 3d app?
in Cinema4D this would be fairly easy to do.
you can make one ball, then multiply it and add randomize to it for the slight variation in position to make it look organic..

as 3d packages at univesrity we have 3dMax and maya...
i thaught about doing it in 3d,too , but i am not so good at it....
but i 'll try

keep a manual handy.. that is how i learned.
and look for tutorials online.

i think i'll go for a photshop brush.....
will take long but not as long as it would take me in a 3d package..
