This usually means "real dimension" also seen as actual dimension. This is used in architecture since lots of materials are labeled nominally as well. Hope this applies. :-)

btw... do you mean like when a window is labeled 26x46 as in 2'6" x 4'6" instead of of 30x54 ?

no; i mean like a 2x4 piece of wood is actually like 1 3/4" x 3 3/4" or something.
