my header and footer are being thrown off in safari. can anyone lend a hand?

i only have a mac for testing till 1pm, so please help me.

ok i have narrowed it down to 1 problem.... the background images are being centered vertically....
here are the two background tags, how can iposition them at the top or bottom of the element in safari??
this works fine on all other browsers..
