how do you track someones ip? like how do you know if someone has been looking at your website and can you tell from their ip who they are???

you can get some idea sometime by looking it up on arin whois.

you can get host data from your server log files.
there isn't an exact way to find a 'person' via ip. the best case scenerio is you track down the isp or host the ip range belongs to, and contact them.
dig and nslook (deprecated) are good for this.

arin whois:
http://www.arin.net/whois/just type in the IP address and do search. it'll tell you who owns the IP...if they're home user it may not help (but it'll show which DSL/broadband company and sometimes the city.), but if the user's at work, it'll probably show company name.

like i said, you will get the isp or host of the ip range.
individuals cannot 'own' ip addresses. blocks of ips are leased to businesses and individuals. out of the 15 ip's i typed in, all 15 resolved to the respected isp/host companies leasing the ip range. no suprising.
if you switch your isp, you must lease a new ip range from the new isp. you cannot take your ip with you.
