Has anyone had success launching PDF files using exec command?

In Macromedia Flash MX the external application must be in a subfolder named 'fscommand'. This subfolder must be in the same directory as the projector which uses the fscommand action. This security restriction helps prevent malicious use of the exec option.

Works fine if you create an .exe that callls a releative path leading the the acutal "exe". Wierd.

Yeah i know that thats not what I am asking. The problem is that when you have a folder INSIDE the FSCOMMAND folder the exec function does not work. It only works when it is in the root of the FSCOMMAND folder. Problem being I have a french and english installer that have multiple resource folders and ini files that will conflict if they are both put in to the same folder. i.e.
on (release) {
fscommand ("exec", "setup.exe");
}works just fine but....
on (release) {
fscommand ("exec", "english/setup.exe");
}does not.
