i asked him how he did it, he said scans and such
so i dont have a scanner, so i took the sample jpg and traced over
i got an idea how to do it now but i still wish i could find some eps files

trace the image you like with the pen tool in illlustrator.

check some of the glyphs on all the fonts you have too... you'd be surprised what you can build w/the built-in font flourishes.
If you don't have any like that.. check w/dafont.com and see what they have - and then just create outlines and edit.

here are some reasonable b/w flower ornaments. they are in gif format but since they're in bitmap mode, will be easy to trace them:
