Is it illegal to delete web pages that haven't been paid for?

Why don't you start by putting up a holder page that says "Page temporarily down" and get on the phone with your clients.
Or put some really disturbing pictures on that page.

be very careful. if they paid for the domain then it's their property (evenif they didnt it's still their name if the registration key is under their name). the safest thing to do is, like previously stated, put up a holding page and contact the client. anything else could get your arse sued. you're already out of pocket, don't go to the wall for it.

it is illegal to not pay for something you get , like your website's design.

i'd say it's illegal since it's an issue about design and not hosting. you could be held liable for doing so. non-paying clients or running after your money sucks big time though. i've been there. i suggest you rather be on the safe side and not take it down and get a lawyer to solve this issue.

Why are you worrying? It doesn't matter if they own the domain or not, you're not changing that, you're only deleting what's ON the domain. This is your work and they have not paid for it, therefore they are commiting theft.
Simple as that, haha. Put up a holding page and show their customers just how cheapskate they really are.
