Tax? What's the dilly, yo?

  I need a bit of clarification on this and hope you folks can help. I should note that I'm Canadian, but info on US practices would be appreciated as well.
  As a freelancer do I charge clients tax? Both? Just PST or GST? I haven't been able to get any solid info on this, only speculative feedback from people in similar situations.
