Could anyone out there give there two cents about which CMS is the best out there:
1. From a designers point of view (i.e not with a huge learning curve, and which is easy to modify and change aesthetically to a fairly large degree)
2. which allows one to substitute html/image headlines with dynamic xml retreiving SWF headlines.
Thanks in advance.

a custom CMS isn't hard to build... you should get a php or asp book and hit it.

XOOPS is worth a look. I recently used it to make a site, great features, and I didn't find a single bug yet (unlike the troubles I had with PHP_Nuke about a year ago). Design-wise everything is a 'block', so it ended up looking blocky, but given that it seems there's a module available for almost any feature you'd want it seems reasonable.
