Portfolio question

Hello NT'ers,. I am a fulltime Art Director/Interactive Designer, and I am trying to start doing some freelance projects on the side, to make some extra cash. My portfolio is very heavy on flash web motion ads(as that is what I do at my job), but is very light on website design(as there is only one site I have designed in the last year).
My question is this. I would like to ad another website to my portfolio(two sites is better than one), but it is still a work in progress(I am waiting on the programmer to add ecommerce functionality). Is it okay to show a website that is not finished? I mean, most of the pages have been designed, the shopping cart is not functional yet.
What do you all think? My main concern here is that I would like to do some website design projects, but am afraid I don't have enough samples of websites to land gigs?

That's totally fine - just use screenshots

Use it. Design is design, I use comps all the time, I never pass it off as final, but if it's good use it and talk about it.
