Do people know of people that do this? Are there software developed for this? I am thinking of trying to make one on top of a blogging tool like blogger, wordpress, mt...by using the XML or txt feed to pull into flash...Does anyone have any thoughts on this?

i got it to work within about 15 minutes using blogger and flash and my server... Works pretty sweet Im deffinately going to offer this to clients.

I've written a php news editor that out puts the storys to an xml file which i then read into flash. i've not got around to finishing the flash bit but you can see what ive got so far.
