you can charge however you want, but its best to have justification for it, and you should do it ethically.
that pricing i gave is harsh, but if a client is walking all over you and you're sick of it, you need to tell them to put up the money or piss off, and a real easy way to do that is to send a nasty invoice.

For illustration, charge per project, not by the hour.
Factors:
-client size
-exposure of illustration
-extent of reproduction rights
-complexity of project
-deadline
-how much you think you can get

For illustration though--when it's done for a magazine like anthem or xlr8r, usually you get/can expect little to no pay. It's all for the exposure, and bragging rights but rarely much money.

Magazines rarely pay very well, particularly smaller ones like xlr8r. Hell, even Wallpaper* pays lousy. Exposure is key, like you said.
For illustration, the money is in advertising.
