What is it with government/official graphics in the US anyway? Lots of leftover forms from the 1960s with awful unwelcoming layout, incorrect instructions, direction signs at airport immigration that are so badly done (some using stretched Microsoft Word Art) that they have to employ professional shouters to tell people where to go.... astounds me on every visit... (especially if you start your journey from the DIN-standard Frankfurt Terminal 2).
Just seems like there is a culture of 'non-designers' doing the design in the government departments (or somebodies uncle).
