no problem with css.
looks like 6 DIVs to me. either floating or absolute positioning.

I would use a little of both. One table to hold every thing within 3 columns, then div's inside each of those 3 columns to create the rows.

can easily be done - all relatively positioned also.
create 3 boxes that nest next to each other then in the middle box create the other three boxes. From there you can use border and padding to achieve exactly what you want.
If you have troube it's all about using the "float" property properly...

Nuts to tables, you can do it all with CSS. Tables would make it easer, though, so I guess it depends on your dedication, skill, and patience.
