I got some document scanned and saved them as jpg/tiff, is there a way to convert them into pdf documents?
like in InDesign or something?

u can save as a pdf out of photoshop

ok tried that. comes up to about 3mb. :/
quality looks good thoughbut isit possible to lower it down to more less then 1mb?

have you got acrobat installed on your machine? If not reduce the DPI of the image to 150 or even as low as 72 (depending on whether you need these imgs to be printable or just emailable) and make sure they are RGB. That will reduce the file size as much as possible.

id just inport them into freehand an create a PDF from there, with compression etc if needed
