Embed flash Behind HTml

I am building a site at work and I ran into a road block... So I am turning to my fellow NT support group. In the past I would fake the drop downs and and form in the actual flash movie to pull off the effect. I am wondering if you can place a layer on top of a .swf or does IE automatically place the swf on top.
what happens is my drop downs get erased by animations(on mac behind on pc) and the layer is placed behind the also. I was thinking maybe a z-index in the parameters? Any info would be great...

Yea. this is just one of many task that I need to wrap up on this site. I have used the wmode=transparent before on my own site to let the pattern show through. I am sure with a little copy and paste I can bust it out. I present to the client @ 4 pm but the deadline isn't for a while.. whoo eeh!

hmm, this wmode only works in IE...other browsers cant support flash transparency,fyi...
