The Type ID board at Typophile is the best at naming fonts, try it sometime, it won't dissapoint.
Typophile Type ID
This font, as said, is obviously a typewriter style font (could be courier even, but I don't know), and I am going to assume it was run through various customization processes to degrade the look of the text, such as faxing and/or photocopying.
