Well I think that in general most of the banks could have better design, however I really like:

http://creditcardsatchase.comI think that Bank Of America did an awesome job on their web site. It doesn't look too dull, it's extremely fast and very user friendly. Not to mention cross-browser compatible.
You guys seem to forget who their audience is and that they have a lot of limitation with designs. I mean, FLASH for bank sites?!!!? Come on, people accessing bank sites vary from 18-100 years old and it needs to be simple and non-plugin dependable for everyone. Cross-browser compatibility is another issue. You can't go all bells and whistles with DHTML when half the shit doesn't work in all browsers the same way.
The bottom line here, is that I think you being too hard on some of them (some of the posted ones are really aweful).
Just keep in mind all aspects of designing and building a web site for a bank. You would see how your choices get narrowed down real quick.

boz - i don't think flash is a great idea for any kind of financially related website - but most bank sites - even the BOA one - suffer from terrible information presentation and poor architecture
