I don't understand "trouble down the waterfront". What does it mean?

tara is right though. waterfront = docks, harbour. trouble down the waterfront (reminds me of an old movie: on the waterfront) sounds like a strike, mob violence. maffia controlled the docks for quite some time. they didn't like it when dockworkers striked. not sure though. not english native.
