up the DPI and try CorelTrace, part of the CorelPaint package.
If that isn't working for you, I'd just trace it "by hand" take about 30-40 minutes.

there's a cutout filter in Photoshop that does something like that.

you guys are so lazy..
put it up in photoshop..
- treshold.. black&white
- select color range (blacks)
- make work path
- export paths to illustrator.- open illustrator
- select all strokes and give them a vivid color so you can work them path by path, and then after having the fill with the desired colors, set no stroke to the whole paths..

don't forget to ease the paths in illustrator with the pencil tools

You can also do it with Macromedia Freehand TraceTool. Any trace tool you might be using (freehand or corel) is helpfull, but you have to change the original picture in Photoshop, using stylize filters and contrast tools, before you trace the picture.

i explained you the easy way, but i prefer to do it manually, just as kodap explained you. It akes longer, but results are better.
