burn dvds

  Hello
  Does anyone know if it is possible to burn dvds without the DVD burner? I'v been told that there was software that encodes DVDs andburns them using a regular CD burner. Is that true ?

  that way will make vcd's
  about the quality of a mediocre vhs tape. and only stereo sound.
