will 120 dpi really look bad compared to 300 dpi printed out on glossy quality?

Yes. But a hundred million billion dpi is better.

I guess it depends on how far away the view is. I mean, billboards are printed at 80-90 dpi.

It all depends on line screen. If it is an offset job at, say at 200 lines per inch, yes it will start to pixelate creating crappy output, but as mentioned above, if it is a billboard or large format signage it will not be noticable at 60 lpi used for those device. But if it is for output to a color laser, the output will be acceptable to most.
