Halftone can be good, but for more control over it, I always convert image mode to grayscale, then again to bitmap, and select halftone screen from the bottom pulldown, and play with that..
Another good halftoner is in those free plugins set for After Effects..

To me it looks like they just drew it in illustrator and then threw some lines over it and used the old pathfinder.

I am sure it was hand done with vectors using an image for reference. Not a photoshop filter.
I think I read that Cina and Young developed over 300 hand drawn concepts for this logo.
Although halftoning in logo's has been done soooooo much.

if i had to guess, it was done by tweaking the contrast on the faces, then they took the one pixel horiz selection tool, selected every other pixel, deleted it. prolly to a couple layers of the same image. played with some transparencies, moved it around a little and flattened it.
