Mockups / Initial Screen Design

We are building a web app for less than tech savvy users.
To aid their understanding, I am mocking up all 80 screens so they can more easily identify the fields that will be needed.
Anyway, I have been creating the screens in Photoshop. I have as many elements as possible are templated in folders, but with the constant changes the process is unbearably slow.
So, I was wondering how others would more efficiently go about this.

do page wireframes in illo. add the photershop sweetness after all UI is agreed upon.

I know they wouldnt undestand the wireframes..
here is what I would do...create the site...cut it up and do a mock html site with click throughs for all the functions thats the correct way to do a prototype...
a click through program with simple cell colors signifying tabs or where buttons would be could work.... I am assuming that they want to see the whole thing before it is actually done and this is why they are doing it ass backwards

thats what you do *after* the wireframe stage ken
