Forgive me if I'm being thick but is there a way to have scroll bars if needed and to have not when they are not needed?
And if so HOW???

On scrolling div set the overflow CSS property to auto. I don't know about iFrames, and beyond that it's a browser to browser thing. You don't have a whole lot of control over it. :/

dont you have any css skills?
you should go to the css section of this site and start reading from the beginning. it will take a few hours, and then you will be ready to experiment
