Shake does not have the tools AE does for animation.

shake is a fantastic compositor that is not really geared towards animation, like ae. it is 2D. it's a script-able compositor which excels in trading out elements while working in a node-based paradigm (ae's "flowchart view" is a crippled version of this). shake is great at applying effects (like color correcting) to film res sequences.
i think your real question should be shake vs. digital fusion; after effects vs. combustion.

I agree with that. Shake is definetely for compositing, keying, and color correction with a specialty in 32 bit color for film res.
