you can use FontLab's scanfont or their other stuff. Fontographer?

Just make your characters in illy large enough (+- size of an A4), save as eps 8 and import them into Fontlab.

Fontographer is the easiest to use I think. Problem is, it only runs in system 9.x.
I've got an old G3 that I do all my fontographer work on.

The people who make Fontlab make a "light" version called TypeTool which is quite easy to use, and much better than Fontographer.
You wouldn't want to (even if you could) export a font straight from Illustrator because you need to setup metrics, kerning, etc. before you export out a TTF.
A lot of good resources can be found at:

get a hold of a copy of fontlab, set your illustrator cs clipboard prefs to AICB and copy and paste right into fontlab...
very slick...
