i would love to know as well. it could be some kind of cloud filter in photoshop. but its really dynamic and then really subtle too, so i don't know. you could drop some food coloring into a clear glass of water and take a picture of it. once you have the real deal you can manipulate it and duplicate it to make it larger. Your guess is as good as mine though. sory.

food coloring dye... seems right on the money... but how I still ponder.

dont know of any filter to do this, but i guess its done analog and then scaned.
take a piece of paper - put some color on it - wait till it dryes and scan it.
...the anim stuff could be some 3D particle system in some 3D app... could also be done analog: glass of water, put color inside and film how it disolves...

small glass tray of water on your scanner... inject colored dyes, ink, or paint into the water with a syringe
they used this effect in hollywood for the longest time for making clouds... white paint injected into a fish tank while the cameras rolled
