Would it be possible to create a small video clip (10-15 sec) of someone walking and as they're walking be able to change the color of their garments in real time using flash or some other kind of web interface?

sure you can import video files into flash and control them via buttons and AS.

I'd assume it would be possible. You'd have to create multiple videoclips and overlay them. I assume this is possible in flash, although I've never tried. The topmost layer would be the garment and this would have to be rotoscoped in order to isolate it from the background.

See, we'd shoot the video on location so there's not going to be a way to isolate the garments from the background. I don't think the clips will be too long (10-15sec), so maybe just drawing the parts to mask out for each frame is the only way to do it.
