I can't use my clon tool, why?

cloning is illegal.
that or you live in Cuba or Iran, and PS made the cloning tool inactive for those markets due to US foreign policy laws.

did you select something to clone first?
alt+click clone tool

is the image in the proper color mode?

to clone:
option-click to select clone matching area then select brush and use mouse to clone.
You may need to be sure you are in a normal color space and not something funky

also, make sure you don't have anything selected - press apple + d. if you're on a mac.

Image > Mode

dutotone
etc.etc...

drag the layer that you want to clone into a new document and try it there. if that doesn't work reboot. sometimes ps can be buggy.
you know you can't clone text

no, you can clone in cmyk. just did it.
