They are refering to the people who place ads there i think as apposed to it being a users choice jox. And i'd say most paying clients will want their ads to be animated blinking flashing gifs.

oh well, i guess it's just business. It's just kinda poopy since Google has been refered to as "the one without annoying ads" ... I never for a second thought they'd offer img ads. Ever.
