shit. sorry. question wasn't clear enough. what i actually meant: when i resize a 2mm line in illy the line stays 2mm. so if i resize everything down to 50% the line will increase by 200%. know what i mean. it doesn't change but optically it's bigger. does that happen in xpress with an eps as well? i'm not clear though, not enough coffee yet.

you CAN outline a dashed line in illustrator:
object>flatten transparency>convert outlines to strokesdone and done
